Redundant code path cleanup (#1702)
Remove various obsolete configure options.
Remove Adjust SDK install tracking filth.
Remove redundant code paths in old-configure
This also optimizes linker use
Remove redundant conditional blocks.
Rewrite span.h without constexpr use.
