+Patch 7.3.223
+Problem: MingW cross compilation doesn't work with tiny features.
+Solution: Move acp_to_enc(), enc_to_utf16() and utf16_to_enc() outside of
+ "#ifdef CLIPBOARD". Fix typo in makefile.
